and Science), for purposes related to participation in postgraduate or doctoral studies, keeping records during the course of study, including for the purpose of determining the doctoral student’s ability to pursue studies (Article 9(2)(b)
b of the Regulation and Article 9(2)(h) of the Regulation), - Article 6(1)(b) of the Regulation – in the scope of education provided on the basis of an agreement concluded with the Institute,
- With regard to data not required by law, the legal basis for processing will be your consent (Article 6(1)(a) of the Regulation). Consent may be withdrawn at any time without affecting the lawfulness of processing carried out prior to its withdrawal.

- Period of personal data processing Personal data will be processed for the period necessary to achieve the above-mentioned purposes, taking into account the storage periods specified in separate regulations, including the period necessary for archiving
and also for the duration of the contract, and after its termination for a period of 50 years for archiving purposes resulting from the generally applicable provisions of the Law on Higher Education and Science and its implementing provisions. If your personal data is processed on the basis of your consent, it will be processed until you withdraw your consent to its processing. - Data recipients – the personal data collected may be made available to public authorities or entities authorised to obtain data on the basis of generally applicable law, as well as to persons or entities that will participate in the course of study; your data may be accessed by authorised employees of the Controller.

- if the candidate is admitted to the university or doctoral school, their personal data becomes the personal data of a student or doctoral student and is subject to further processing in accordance with the applicable legal provisions,
- with regard to accounting documents, personal data is stored for a period of 5 years from the end of the financial year.
- Data recipients – the personal data collected may be made available to public authorities or entities authorised to obtain data on the basis of generally applicable law, as well as to persons or entities that will participate in the course of study; your data may be accessed by authorised employees of the Controller.
- Rights related to data processing – you have the right to access your data, request its rectification, erasure or restriction of processing, object to processing, and transfer your data in the cases specified in the Regulation.
- If you consider that the processing of personal data violates the provisions of the Regulation, you have the right to lodge a complaint with the President of the Personal Data Protection Office.

- Data recipients − the collected personal data may be made available to public authorities or entities authorised to obtain data on the basis of generally applicable law, as well as to the supervisory authority – the Minister of Agriculture and Rural Development, persons or entities that will participate in the implementation of workshops and training courses; your data may be accessed by authorised employees of the Controller.

- Article 6(1)(c) of the Regulation, i.e. processing is necessary for compliance with a legal obligation to which the controller is subject in connection with the organisation of the Conference and archiving, for the purpose of registering participation and providing administrative services to conference participants,
- Article 6(1)(e) of the Regulation, in connection with the performance of tasks carried out in the public interest;
- Article 6(1)(f) of the Regulation, for the purposes of the legitimate interests pursued by the controller, in particular for the purpose of evaluating the quality of the conference for statistical purposes and pursuing claims.
- In order to document the conference and disseminate knowledge in the field of agricultural sciences, your image will be processed – photographs, recordings (films) recorded on electronic media during the conference, which will be published on the Institute’s website and social media. The legal basis for the processing of your image will be your written consent (Article 6(1)(a) of the Regulation). Consent to the processing of personal data may be withdrawn at any time, without affecting the lawfulness of the processing carried out prior to its withdrawal.
- Period of personal data processing – personal data will be processed for the period necessary to achieve the above-mentioned purposes, taking into account the storage periods specified in separate regulations, including the period necessary for archiving, for a minimum period of 5 years. If your personal data is processed on the basis of your consent, it will be processed until you withdraw your consent to its processing.
- Data recipients – the collected personal data may be made available to public authorities or entities authorised to obtain data on the basis of generally applicable law, as well as to the supervisory authority – the Minister of Agriculture and Rural Development ( ), persons or entities that will participate in the conference; your data may be accessed by authorised employees of the controller, an unspecified group of recipients in connection with the recorded image in photographs from the conference and the sharing of these photographs without territorial or time restrictions through reproduction and public display, and public sharing, including on the Internet.
- Rights related to data processing − you have the right to access your data, the right to request its rectification, erasure or restriction of processing, to object to processing, to transfer data, in cases specified in the Regulation.

- Providing your personal data is voluntary, but necessary to submit the conference registration form. Failure to provide the data will prevent the registration form from being accepted.

- Period of personal data processing – materials obtained from CCTV surveillance are stored for a period not exceeding 3 months from the date of recording. The storage period depends on the number of events and the capacity of the recorder. In the event that the recordings constitute evidence in proceedings conducted on the basis of a legal provision, the storage period will be extended until the proceedings are completed.
- Data recipients – authorised employees of the Controller will have access to the materials obtained from monitoring; real-time images may be analysed by security company employees. The personal data collected may be made available to public authorities or entities authorised to obtain data on the basis of generally applicable law – public administration authorities, uniformed services.
- Rights related to data processing – you have the right to access your data, request its rectification, erasure or restriction of processing, object to processing, and transfer your data in the cases specified in the Regulation.
- If you consider that the processing of personal data violates the provisions of the Regulation, you have the right to lodge a complaint with the President of the Personal Data Protection Office.

- Transfer of data to countries outside the European Economic Area – The Controller does not transfer your personal data to countries outside the European Economic Area, hereinafter referred to as „EEA”, or to international organisations within the meaning of the Regulation. However, the international nature of data flow within the public services Facebook, YouTube and Twitter should be noted. The transfer of data to countries outside the EEA by individual services is carried out using standard contractual clauses approved by the European Commission or European Commission decisions confirming an adequate level of data protection for specific countries in accordance with the rules set out by these services in their privacy policies. For example, Facebook may transfer your data outside the EEA. Facebook uses the Data Privacy Framework („DPF”). Under the agreement between the US and the European Commission, the European Commission has determined an adequate level of data protection for companies using the Data Privacy Framework („DPF”).
- Automated decision-making – Your personal data will not be subject to automated decision-making (including profiling) that produces legal effects or similarly significantly affects you.
- Rights of data subjects – You have the right to:
- the right to access your personal data and receive a copy thereof,
- the right to rectify your personal data,
- the right to erase your personal data (the right to be forgotten),
- the right to restrict the processing of your personal data,
- the right to transfer your data,
- the right to object to data processing in the cases specified in Articles 15-22 of the Regulation.
- the right to withdraw consent if the Institute processes your personal data on the basis of consent, at any time and in any manner, without affecting the lawfulness of the processing carried out on the basis of consent prior to its withdrawal.
- Right to contact the supervisory authority – If you consider that the processing of your personal data violates the provisions of the Regulation, you have the right to lodge a complaint with the President of the Personal Data Protection Office (street Stawki 2, 00-193 Warsaw).
Information clause regarding the processing of personal data for persons submitting requests for the exercise of rights specified in Articles 15-22 of the GDPR

- Purposes of processing and legal basis for data processing – The legal basis for the processing of personal data is Article 6(1)(b), (c), (e) and (f) of the Regulation, i.e.:
- the necessity to process personal data for the period preceding the conclusion of the Agreement, for the period of performance of the Agreement, and for the purposes of its implementation, settlement of the Project, coordination by natural persons designated for working contacts by the Consortium Members;
- fulfilment of legal obligations incumbent on the controller, in particular those resulting from accounting and tax regulations, from the archiving obligation, in accordance with applicable law, and the Institute’s Office Instructions;
- performance of a task carried out in the public interest, consistingin particular conducting scientific activities, transferring knowledge to the economy;
- in order to establish, pursue or defend against possible claims arising from the performance of the contract, constituting the legitimate interest of the controller.
- The provision of personal data is necessary to take action prior to the conclusion of the Agreement (submission of an offer/negotiations) and its performance, as well as to ensure its proper implementation by the natural persons indicated in the Agreement for contact purposes, for the purposes of coordination and settlement of the Project. Failure to provide the data will result in the inability to achieve the above-mentioned objectives.
- Source of personal data. The Consortium participants have provided the Institute with the personal data of representatives, employees/associates – indicated in the Agreement, or other contact details necessary for its implementation, coordination and settlement of the Project, in particular: name and surname, work email address, work telephone number, academic degree/title, function/position and place of work. As part of the cooperation under the Agreement, personal data may also be obtained directly from the data subject.
- Recipients of personal data. The personal data collected may be made available to public authorities or entities authorised to obtain data on the basis of generally applicable law, as well as to the supervisory authority – the Minister of Agriculture and Rural Development, persons or entities that will participate in the implementation of the objectives; authorised employees of the Controller may have access to your data. The Controller may entrust the processing of personal data to external entities acting on behalf of the Controller.
- Period of personal data processing. Personal data will be processed for the period necessary to document activities in connection with taking action prior to the conclusion of the Agreement and its performance, and then stored for the period resulting from accounting and tax regulations, the project co-financing agreement, and, if necessary, to determine, pursuing or defending against claims arising from the performance of the Agreement, until the expiry of any claims, and then for the period required under applicable regulations for the performance of archiving obligations – whichever of these dates occurs later.

- Purposes of processing and legal basis for data processing. The personal data of research team members and persons accounted for in projects will be processed for the purpose of accounting for the research and development project. The legal basis for the processing of personal data is:
- Article 6(1)(e) of the Regulation – in connection with the provisions of the Act on Higher Education and Science specifying the tasks of Research Institutes, including conducting scientific and research activities (processing is necessary for the performance of a task carried out in the public interest)
- 6(1)(b) of the Regulation – in the case of taking action prior to the conclusion of a contract and the performance of a contract to which a member of the research team is a party, and in relation to employment contracts, also Article 6(1)(c) of the GDPR
in connection with the provisions of the Labour Code; - 6(1)(a) and (e) of the Regulation – for the purpose of making public information including the details of research team members (name and surname, title, academic degree, affiliation), in particular by posting them on the Institute’s website or a dedicated project website;
- 6(1)(a) of the Regulation (your consent), where consent to the processing of personal data is necessary for the performance of a contract between the Institute and the entity financing the research and development project.
- The processing of personal data is necessary for your participation in the research and development project or for the financing of the Institute’s expenses for conducting its statutory activities. Refusal to provide such data is tantamount to the inability to participate as a member of the research team or to settle your working time as part of the financing of the Institute’s expenses for conducting its statutory activities.
- Recipients of personal data. Personal data will be made available to the entity financing the research project for the purpose of monitoring the implementation of the project, to public authorities or entities authorised to obtain data on the basis of generally applicable law, as well as to the supervisory authority – the Minister of Agriculture and Rural Development, persons or entities that will participate in the implementation of the objectives; your data may be accessed by authorised employees of the Controller. The Controller may entrust the processing of personal data to external entities acting on behalf of the Controller.
- Period of personal data processing – Personal data will be processed for the period necessary to achieve the above-mentioned objectives for the period specified in the research project financing agreement, taking into account the storage periods specified in separate regulations, including the period necessary for archiving resulting from generally applicable law and the Office Instructions in force at IUNG-PIB. In the case of processing your personal data on the basis of your consent, personal data will be processed until the consent to their processing is revoked, for the period of employment of the employee on the basis of an employment contract and taking into account the archiving period.
- Your rights – The right to request the Controller to access, rectify, delete or restrict the processing of personal data, the right to object to the processing, the right to transfer data, if permitted by applicable law.
- If you consider that the processing of personal data violates the provisions of the Regulation, you have the right to lodge a complaint with the President of the Personal Data Protection Office.
- Personal data processed by the Institute will not be subject to automated decision-making or profiling.
Information on the processing of personal data of whistleblowers
The personal data of persons reporting irregularities at the Institute (hereinafter referred to as „reporters”) are protected in accordance with Article 13(1) and (2) 2 of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (GDPR). Please be advised that:
- The controller of the personal data of applicants is IUNG-PIB, street Czartoryskich 8, 24-100 Puławy, represented by its Director.
- The correctness of personal data processing is supervised by the Data Protection Officer, who can be contacted via e-mail: iod@iung.pulawy.pl or by post. The DPO can be contacted in all matters relating to the processing of personal data and the exercise of rights related to data processing.
- Your personal data is processed for the purpose of accepting internal reports of irregularities and protecting the persons making the reports and communicating with the reporters, internal documentation and sending feedback by the Institute. The legal basis for the processing of personal data is Article 6(1)(a) and (f) of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (OJ EU L 119, p. 1), hereinafter referred to as „GDPR”, and in connection with

- The personal data of applicants will not be disclosed to external entities,

- Article 6(1)(c) of the Regulation, i.e. the legal obligation to which the Controller is subject under the Act of 14 June 2024 on the protection of whistleblowers,
- Article 9(2)(g) of the Regulation in conjunction with the provisions of the Act of 14 June 2024 on the protection of whistleblowers, if special category personal data is included in the whistleblower’s report.
- The Controller processes your personal data indicated in the whistleblower report.
- Your personal data has been provided by the whistleblower in an internal report as personal data concerning the person to whom the report relates, i.e. the person who has committed a violation of the law or is connected with the case.
- Data recipients. The controller ensures the confidentiality of the data in connection with the report received. Therefore, the data may only be disclosed to entities authorised to do so by law. Personal data may also be disclosed to separate controllers, i.e. competent authorities, in the event of follow-up action.
- Data retention period . The personal data of the person reported by the whistleblower is stored for 3 years after the end of the calendar year in which the follow-up actions or proceedings initiated on the basis thereof were completed.
- Your rights. You have the right to rectify your personal data, delete it in cases provided for by law, and restrict its processing. You also have the right to access your data, with the proviso that the provision of Article 15(1)(g) of the Regulation on the transfer of information about the source of personal data does not apply, unless the whistleblower does not meet the conditions set out in Article 6 or has given their explicit consent to such transfer.
- You have the right to lodge a complaint with the supervisory authority – the President of the Personal Data Protection Office – if you consider that the processing of your personal data violates the provisions of the Regulation.

Your personal data will be processed on the basis of Article 6(1)(c) of the Regulation for the purpose of conducting the public procurement procedure in question and its resolution, as well as concluding a public procurement contract and its implementation, and documenting the public procurement procedure and its archiving;
- Categories of personal data processed: The scope of personal data required by generally applicable law is specified in the Act Public Procurement Law and executive acts to this Act, as well as in the documentation of the procedure (including in particular the data necessary to prepare the contract for its conclusion), i.e. in particular, name and surname, data identifying the entity and contact details.
- Source of personal data – The personal data processed by the Controller in proceedings under the Public Procurement Law come from the person or entity applying for a public contract or their representatives.
- Data recipients. The recipients of your personal data will be persons or entities to whom the documentation of the proceedings will be made available on the basis of Articles 18 and 74 of the Public Procurement Law. The documentation of the proceedings, together with personal data, may be made available to the interested party on the basis of the Act of 6 September 2001 on access to public information, and the President of the Public Procurement Office with its registered office in Warsaw (02-676) at street Postępu 17A as the Personal Data Administrator of Users of the e-Zamówienia Platform, on which the Institute conducts public procurement procedures, operating at https://ezamowienia.gov.pl/pl/, to persons or entities that will participate in the implementation of the objectives; your data may be accessed by authorised employees of the Administrator.
- Data retention period – Your personal data in the case of public procurement procedures will be stored for the period specified by the archival category indicated in the Institute’s Uniform Subject File List. For documents produced in the context of domestic public procurement, this period is 5 years, and for EU public procurement, it is 10 years. Civil law contracts, together with documentation concerning their implementation, regardless of the manner in which they were concluded, are stored for a period of 10 years. The storage period is counted from 1 January of the year following the date of completion of the case. After the retention period has expired, non-archival documentation is subject to disposal, after obtaining the consent of the director of the relevant state archive.
- The obligation to provide your personal data is a statutory requirement specified in the provisions of the Public Procurement Law, related to participation in public procurement procedures; the consequences of not providing certain data result from the Public Procurement Law;
- With regard to your personal data, decisions will not be made in an automated manner, pursuant to Article 22 of the Regulation; the data is not profiled.
- Rights: You have:
- pursuant to Article 15 of the Regulation, the right to access your personal data;
- pursuant to Article 16 of the Regulation, the right to rectify or supplement your personal data, however, exercising the right to rectify or supplement your personal data may not result in a change in the outcome of the public procurement procedure or a change in the provisions of the public procurement contract to an extent inconsistent with the Public Procurement Law, and may not violate the integrity of the proceedings protocol and its annexes;
- pursuant to Article 18 of the Regulation, the right to request the controller to restrict the processing of personal data, subject to the cases referred to in Article 18(2) of the Regulation, whereby the right to restrict processing does not apply to storage for the purpose of ensuring the use of legal remedies or for the protection of the rights of another natural or legal person, or for reasons of important public interest of the European Union or a Member State, and does not restrict the processing of personal data until the procurement procedure has been completed;
- the right to lodge a complaint with the President of the Personal Data Protection Office if you consider that the processing of your personal data violates the provisions of the Regulation;
- You do not have the right:
- in connection with Article 17(3)(b), (d) or (e) of the Regulation, the right to erasure of personal data;
- the right to transfer personal data referred to in Article 20 of the Regulation; pursuant to Article 21 of the Regulation, the right to object to the processing of personal data, as the legal basis for the processing of your personal data is Article 6(1)(c) of the Regulation.
